Humidity is basically how much water is in the air. Simply the amount of water vapor in the air. Humidity is measured in percents. Normally places near the coast have the higher humidity, with morning fog being a big factor. But how do interpret it? Let's say that the Team Manatee Arid Desert is 87ºF and the humidity is 48%. This means that the air reached 48% of it's water vapor capacity if the TMAD was always at a constant level of 87ºF. Meanwhile, outside the TMAD, the humidity is usually higher, and the temp is lower.
If you look here at the humidity map, 100% humidity means that the air reached 100%, or all of it's water vapor capacity. This can mean two things: rain or fog. Low humidity usually in California correlates with high temps and high humidity correlates with low temps. However, in Hawaii or La Paz, Baja California, the humidity is often over 80%, and it's hot there too. Also, it's freezing in Antartica, but the humidity in can get as low as 0.03%! Water vapor there is too cold to be humid. Well, it is a desert, after all.
Can you get 0% humidity: no you cannot. Earth's is so full of water vapor that is physically impossible.
